If you want the cheapest, then there are lots of backpacker guest houses on the Khosan Road, in Bangkok.
The cheapest way to get to Malaysia is by train. It depends where you are going in Malaysia regarding cost.
You didn’t say if your coming “economy” or “backpacking”. Bangkok has a lot accomodations to choose from. You also need to know or determine what you want to do. Shopping, cultural stuffs, carnal pleasure (?)
, ??? I can suggest really cheap but clean and presentable hotels depending on your preferrences.
Sukhumvit area is a center of tourists. You can check out Bangkok Business Hotel (Sukhumvit Soi 11). Their room rates starts at 550 Baht. there are also a lot of other hotels around this area. If you like the nightlife, Silom Road area is the best bet. I cannot suggest any hotels to you yet because I don’t know your preferrences.

From Bangkok to Malaysia…either you take a train or a plane. The train takes 14 hours on an over night express trip, it costs 1,100 Baht and you have to book your trip 2 days before by going to Hua Lamphong train station. This is where the trains going to Singapore and other parts of Thailand originates. To go to Hua Lamphong station, you can take the subway so you won’t lose your way.
If you want to take a plane…take Thai AirAsia that flies straight to Penang or Kuala Lumpur. Go to www.airasia.com..it’s a budget airlione so don’t expect any great service. A trip to Malaysia may cost you around 3,000 Baht depending on your flight schedule.Their number in Thailand is 025159999…don’t worry they speak english too.
Don’t take a tuktuk if you’re not sure of your destination. Be firm but polite. A cool disposition when you get into trouble is the best way to get out of it. Tourist Police hotline number is 0102, but don’t abuse this hotline.

we stayed at first house hotel and it was okay. breakfast was an all-you-can-eat affair so we gorged up on breakfast before going on our sightseeing tours. we were so busy seeing the sights of bangkok that our next meal wasn’t till the evening. of course, we brought biscuits and water with us.
